LONDON, Jan. 27 -- The government of the United Kingdom issued the following news:
The Building Safety Regulator (BSR) has today (27 January 2026) officially moved to a standalone organisation,pavingthe way for the creation of a single construction regulator - a key recommendation of the Grenfell Tower Inquiry.
Themove from the Health and Safety Executive (HSE) toan arm's-length body under the Ministry of Housing, Communities and Local Government,representsasignificant momentfor the built environment.
Originallyestablishedin 2021 in response to the Grenfell Tower tragedy, BSR's full powers came into force under the Building Safety Act 2022.Havingbenefittedfrom theexpertiseof the HSE to set up andestablishthefoundationsrequiredfor a newregulator,today's transition signals a renewed commitment to putting residents at the heart of everythingBSRdoes.
As a new organisation, BSR will work towardsestablishinga single regulatorbypromoting competence andhigher standards.It will drivethe vital culture change required by everyone working in the built environment to support this government's ambition to build more, safe homes, and remediate those which are unsafe.
The move to standalone status is underpinned by a significant 'operational reset'in BSR's roleas the building control authority forhigher-risk buildings.
Following the introduction ofitsInnovation Unit and new efficiency measures, the regulator's operational delivery is fast improving. This progressdemonstratesa commitment to combineregulatory experience with industry knowledge to target guidanceand educationwhere it is needed most.
