Description: The Council is seeking to appoint suitably qualified consultants to provide SEA services throughout the preparation of the Local Plan. The commission will include the preparation of the SEA Scoping Report, Environmental Reports and associated SEA documentation at key stages of plan preparation, together with ongoing advice and support to ensure the SEA process is effectively integrated with the Council's Local Plan programme. SEA is an iterative process that runs alongside Local Plan preparation, helping to identify, describe and evaluate the likely significant effects of the emerging Local Plan and reasonable alternatives. Government guidance on the new plan making system confirms the expectation that new local plans will need to undertake Strategic Environmental Assessment (SEA) if certain criteria set out under Regulation 5 of The Environmental Assessment of Plans and Programmes Regulations 2004 are met. Furthermore, the Government has stated that they consider that all local plans will need to carry out SEA. Therefore, the Council requires SEA to inform the preparation of the new Local Plan.
